Syndicated real estate columnist Kenneth R. Harney from the Washington Post Writers Group reported that on May 16th, Freddie Mac and Freddie Mae lifted the impact of their “declining markets” policy guidelines. Previously, these guidelines required borrowers who were purchasing a property in a “declining markets” area (of which 92101 was included along with many regions of the country) to contribute an additional 5% down vs. those buying in non-declining market areas. Declining market designations have been in place since December 2007. Although private mortgage insurance (PMI) companies have not followed suit yet, this change adopted by Fannie and Freddie represents a positive step in the right direction for home lending.
